Is the cinderblock building with the tiny windows right below this house the local jail, a cheap motel, or public housing?
It mars the view, and for this price, I would not want to be right on top of something so ugly, or deal with the noise from it.
The sandbox will quickly go away when the neighborhood kitties find it.
